Below are the responses of the Community Housing Questionnaire for Bellingham/Whatcom County Candidates presented by Kulshan Community Land Trust in cooperation with The Opportunity Council, Bellingham Food Bank and Northwest Youth Services.   1. Please describe your understanding of the causes and consequences of the housing affordability challenges that our community faces and the ways you advocate for the City and County to address these challenges.
  2. Do you see housing affordability as an environmental issue? Why or why not?
  3. Evaluate Bellingham/Whatcom County's performance in addressing homelessness? Please be specific.
  4. Please describe your approach to the budget vis-à-vis affordable housing. Specifically, among the long list of potential programs and projects that rely on the discretionary portion of the general fund, what priority would you give to programs and projects that support affordable housing?
  5. Would you support the creation of a housing trust fund, similar to the state’s Housing Trust Fund but locally controlled and funded by local revenues that would help make certain homes more affordable?
  6. Do you support the use of mandatory inclusionary zoning coupled with developer cost offsets and incentives to increase the production of rental and ownership units affordable to households at or below the local median income? Why or why not?
  7. Would you support a proposal to expedite the permitting process for housing projects that meet specific affordability and other public policy criteria?
  8. Some have suggested we can grow our way out of the housing price problem. Do you believe it’s just a problem of too little supply? Why or why not?
  9. Some have suggested that developing more higher wage jobs (at compensation rates to make conventional mortgages affordable) is the answer to the affordable housing crisis here. Do you agree? Why or why not?
